Job Description

This Administrative Specialist II position will manage a critical program to assist DAC Office of General Counsel and the NC Attorney General’s Office in the execution of legal requests pertaining to offender litigation within strict timeframes. Work is high volume and deadline driven as it relates to named offenders housed within NCDAC Prisons and former offenders. Waivers received from multiple US District Courts for offender federal civil complaints; records requests pertaining to federal civil lawsuits from the Attorney General’s Office, DAC General Counsel’s Office, NCPLS, and from law firms representing our medical staff; court orders and subpoenas for offender records, and visitation requests from the NC Courts GAL Supervisor are the primary responsibilities of this role. This position is managed by the Administrative Officer I.

Responsibilities include, but are not limited to:

  • Receive, track, and review offender-related civil lawsuits
  • Research issues to respond to correspondence or facilitate a reply by the appropriate section professional
  • Send complaints to appropriate facilities and obtain signed waivers from employees being sued
  • Contact appropriate section or facility to request records by specified timeframe
  • Maintain a tracking system for timely submission of documentation electronically and/or digitally
  • Utilize legal case management system to respond to inquiries and assist the legal team
  • Perform all other duties as assigned


This is a full-time position (40 hours per week) withState Benefits.

As of January 1, 2025, there are new increase adjustments to the state's pay plans which were approved by the State Human Resources Commission, effective January 1, 2025. The new salary range will be $39,671 – $69,426. Prior applicants will remain under consideration and do not need to reapply.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. To qualify for this position, applicants must document on the application that they possess ALL of the following:


  • Thorough knowledge and understanding of judicial and quasi-judicial procedures
  • Working knowledge of personnel and accounting principles and practices
  • Demonstrated knowledge of exercising judgment and discretion in applying and interpreting policies and procedures
  • Experience with Office 365 such as Word, Excel (for data entry, creating spreadsheets, and generating reports) etc.

Management Preferences (preferred but not required):
  • Clear and logical communication, both orally and in writing
  • Ability to maintain effective working relationships with a variety of federal, state, and local officials

Minimum Education and Experience Requirements

O?ce of General Counsel (OGC) provides to executive and administrative management oral and written legal opinions on laws, constitutional provisions, administrative rules and regulations, court decisions, and other precedents impacting DAC’s policies, procedures, and operations. This section drafts and reviews departmental rules and regulations, operational guidelines, contracts, department-sponsored legislation, and other legal documents. Attorneys in the OGC provide oral and written responses to inquiries by federal, state, and local o?cials including legislators, judicial o?cials, law enforcement personnel, and citizens about the department’s policies and practices and the statutes and regulations it enforces. The OGC provides timely and accurate legal advice on a wide variety of relevant topics to executive staff and staff in the field. The office also works closely with trial counsel at the North Carolina Department of Justice on all litigation involving the department.

DAC uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.
