Job Description

As an Attorney-Advisor at the GS-0905-14/15, you will be part of the Office of Vice Chair Samuels, EEOC. If selected, you will be responsible for advising the Vice Chair on policy and legal matters, assisting the Vice Chair in effectively discharging the legal activities of the office, and performing a variety of confidential assignments and duties. The selectee will be required to have a duty station at Headquarters or one of the 53 EEOC Field Offices. Headquarters duty station is preferred.

Duties
  • Reviews and advises the Vice Chair on all legal and policy matters that come before the Commission, including regulations, guidance documents, outreach and training materials, subpoena determinations, and EEOC decisions.
  • Acts as a liaison between the Office of the Vice Chair and the Chair, other Commissioners, and senior staff of EEOC.
  • Performs high level liaison assignments on matters of special concern, involving contacts with officials prominent in business, unions, civil rights organizations, educational institutions and Federal, State, and local governments.
  • Makes recommendations to the Vice Chair on appropriate legal actions; and drafts legal responses to inquiries received.
  • Reviews highly complex cases to make recommendations for appropriate actions such as litigation filing, amicus participation, and interventions.
  • Advises the Vice Chair concerning filing of the Commissioner's charges and other matters involving relevant laws.
  • Reviews highly complex Federal employee discrimination cases and appeals emanating from the Office of Federal Operations to recommend appropriate action.

Qualifications For the GS-14:You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have a minimum of 3 years of professional legal experience with at least one year being equivalent to the GS-13 level.

For the GS-15: You must have earned a professional law degree (J.D. or LL.B.) from a law school accredited by the American Bar Association, be an active member of the BAR, and have a minimum of 4 years of professional legal experience with at least one year being equivalent to the GS-14 level.

Professional legal education above the first professional law degree may be substituted for experience required as follows:(a) The second professional law degree (LL.M) may be substituted for one year of experience (b) The third law degree (J.S.D) may be substituted for one year of experience beyond the LL.M.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position has a basic education requirement listed under the Qualifications section of this announcement. Other Information

This announcement is open to multiple appointment types:
Internal EEOC Employee Detail or Temporary Promotion: This detail/temporary promotion will conclude on the expiration of Vice Chair's appointment or may be extended up to maximum of 5 years from the detail/temporary promotions' start date. In the event the Vice Chair resigns before the expiration of her appointment, your detail/temporary promotion will expire on the same day. At the end of this detail/temporary promotion, you will be returned to your permanent position. This type of appointment does not have promotion potential and will not be converted to a permanent position.

Based on specialized legal experience, a working title may be assigned for the position at the Vice Chair's discretion.

Relocation expenses will not be paid.

You will be expected to report to the duty station listed on this announcement.

Attorneys appointed in the excepted service are required to maintain active membership in a bar within U.S. jurisdiction for the duration of their employment. Attorneys must provide documentation supporting active membership and good standing status (or equivalent) on at least an annual basis.

This position may require the incumbent to complete a confidential financial disclosure report within 30 days of appointment.

During the initial review of applications, the Agency will accept photocopies of BAR Membership Cards or screenshots providing proof of active membership in a BAR Association that reflects the bar's jurisdiction or territory, the attorney's full name, bar number, date of admission, and bar status (i.e. active, inactive, retired, etc.).
  4. Copy of one recent Legal Writing Sample, not to exceed 10 pages.
  5. Most recent Performance Appraisal, if applicable.
  6. Current or Former Federal Employees - please provide a copy of your last or most recent SF-50, "Notification of Personnel Action" which preferably shows your current title, series and grade (do not submit an Award SF-50). If your current grade is not your highest permanent grade held, submit a copy of an additional SF-50 showing your highest grade held.
  7. Veterans' Preference documentation, if applicable (e.g. DD-214 Member Copy 4 showing type of discharge/character of service; Current Active Duty members must submit a certification of expected discharge or release from active duty under honorable conditions dated within 120 days; SF-15 Form and related documentation; VA letter.)
  8. Current or Former Political Appointees (if applicable) - The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently or have been a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch within the last 5 years, you must disclose this in your application package.
