The Litigation Section represents the Commonwealth and its agencies, officials, and employees in a wide variety of lawsuits, usually in federal court, most of which concern the constitutionality of state statutes, the operation of state programs, the conduct of state law enforcement officers, the administration of state prisons, or the employment practices of state agencies.
Position Type:
One year Fellowship, Full-time, Non-civil service, Non-union. This position is at-will with no guarantee of employment for any specific term.
Basic Function:
The Pennsylvania Office of Attorney General seeks a recent law school graduate or current judicial law clerk to serve for one year as an Honors Fellow in the Civil Law Division’s Litigation Section. The Litigation Section represents the Commonwealth and its agencies, officials, and employees in a wide variety of lawsuits, usually in federal court, most of which concern the constitutionality of state statutes, the operation of state programs, the conduct of state law enforcement officers, the administration of state prisons, or the employment practices of state agencies.
The Fellow will be a full member of the section and will report to the Chief Deputy Attorney General. The position works closely with attorneys and professionals from other sections of the Office of Attorney General and from other state agencies. The Fellow must excel in both written and oral communication and must possess the organizational skills to manage multiple cases addressing a broad variety of issues simultaneously.
Job responsibilities will include assisting with litigation strategy, conducting legal research, drafting pleadings, and presenting oral argument before federal or state courts.

An in-person Fellowship at the above-listed location is preferred for the 2025 Honors Fellowship; however, we do offer telework options at the discretion of the Fellow’s supervisor and the needs of the office.- Examples Of Duties
- Conduct legal research
- Answer routine case related correspondence
- Prepare motions, objections, and other court pleadings
- Represent the Commonwealth and its agencies in state and federal courts with a senior attorney
- Perform related work as required
- Minimum Experience and Training
Eligibility Requirements:
Law students who are in their final year at an accredited law school and scheduled to graduate in the spring of 2025 are encouraged to apply. Those completing clerkships directly following graduation from law school are also encouraged to apply, as long as they have not held the title of “Attorney” in any capacity following graduation. Prior clerkship and civil litigation experience are a plus but are not required. The program begins in September 2025.
