Job Description

Location: 4345 N Lincoln Blvd, Oklahoma City, OK 73105

Salary: $137,500.00/year

Work Schedule: Monday – Friday

Primary Hours: 8:00 a.m. – 5:00 p.m.

In accordance with 62 O.S. § 34.301(h)(6) and OAC 260:130-1-2, this position has been designated as executive management and is exempt from the civil service and human capital modernization act and applicable rules.

Agency/Division Information

Position Purpose  

The Managing Attorney V serves as a strategic legal leader within the Oklahoma Health Care Authority (OHCA), providing high-level legal counsel and direction to ensure that the agency's operations align with federal and state laws and regulations. This role is critical in managing legal strategies, overseeing complex legal matters, and advising senior leadership on legal risks and opportunities. In addition, this position supervises legal staff, fosters interdepartmental collaboration, and supports the agency’s mission to provide Oklahomans with better health and care. The incumbent will lead efforts to ensure compliance, resolve legal disputes, and promote policy development while driving legal excellence across the organization. 

Principal Activities May Include 
  • Provide high-level legal counsel to the Chief Legal Officer, Executive Staff, and program leadership on complex legal, regulatory, and policy matters affecting OHCA’s operations and strategic initiatives. 

  • Lead and oversee major legal projects, including litigation strategy, administrative actions, appeals, regulatory analysis, contract interpretation, compliance reviews, and rulemaking activities. 

  • Supervise, mentor, and evaluate legal staff, ensuring high-quality legal work, consistent application of legal standards, and timely completion of assignments. 

  • Review, draft, and interpret laws, rules, policies, contracts, and other legal documents to support agency decision-making and ensure compliance with applicable requirements. 

  • Serve as a senior legal advisor on program-specific legal issues, providing guidance on statutory interpretation, program operations, compliance expectations, and risk mitigation strategies. 

  • Collaborate with internal divisions and external partners, including state agencies, federal entities, legislative staff, vendors, and external counsel to support agency initiatives and maintain legal and operational alignment. 

  • Develop and implement legal strategies to mitigate risk, strengthen compliance, resolve disputes, and support agency priorities. 

  • Represent the agency in administrative, judicial, legislative, or negotiation settings, including hearings, meetings, briefings, and conferences. 

  • Provide legal training, guidance, and consultation to staff and leadership regarding legal requirements, policy changes, compliance obligations, and emerging legal trends affecting agency programs. 

  • Support the Chief Legal Officer in division operations, including planning, workflow management, process improvement, and resource coordination. 

  • Other duties as assigned.  

Supervisory Responsibilities: This position has supervisory responsibilities.  

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability  

Knowledge, Skills, Abilities and Competency Requirements 

This position requires in-depth knowledge of state and federal legislation, legal principles, and agency policies, along with the ability to manage complex litigation, provide strategic legal advice, and align legal operations with organizational goals. Strong skills in leadership, communication, and stakeholder collaboration are essential for mentoring legal teams and resolving multifaceted legal issues. The Korn Ferry competencies of Decision Quality and Ensures Accountability align well with this role, as it demands sound legal judgments and holding teams accountable for results in compliance and legal performance.

Education and/or Experience:  
  • A Juris Doctor degree from an accredited law school AND  

  • A license to practice law in State of Oklahoma AND 

  • An active membership with the Oklahoma Bar Association AND  

  • 9 years of legal experience including 2 years of litigation, or agency-defined experience in the practice of law e.g. tax, or supervisory experience. 

Preference Qualifications Include 
  • Certifications in any of the following areas: Certified in Healthcare Compliance (CHC), Project Management Professional (PMP), Certification in Public Health (CPH), Certified Information Privacy Professional (CIPP) for data protection and privacy law, OSHA Compliance Certification, Certification in Mediation or Arbitration, Certification in Administrative Law, or Certification in Emergency Management or Risk Management 

  • License to practice law in the State of Oklahoma (required) 

  • Experience with healthcare regulatory law, Medicaid, or public health policy 

  • Experience with managing vendor contracts or procurement compliance. 

 

Physical Demands and Work Environment 

Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. In the course of performing job duties, employees are required to speak, stand, walk, and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
