The selected attorney will represent the Postal Service in meetings and negotiations with top 500 companies and other federal agencies and provide legal support on key Delivering for America initiatives related to revenue growth, strategic industry and customer relationships, and the role of the modern Post Office as a community hub and storefront for government services.
Duties 1. Conducts legal research and prepares written material for use in representing the Postal Service and advising postal management officials.
2. Participates in conferences necessary to representing or advising Postal Service officials.
3. Directly advises postal management officials and represents the Postal Service in legal matters involving outside parties.
4. Prepares replies to inquiries from Congress, government agencies, and the public.
5. Prepares opinions, memoranda, decisions, regulations, testimonies, or formal filings in proceedings in which the Postal Service is a party.

The successful applicant will provide advice on high-profile initiatives related to new product development, digital initiatives, strategic alliances, financial transactions, fraud prevention, customer technology innovation, social media, industry engagement, and marketing campaigns.
The successful applicant will facilitate and collaborate with other stakeholders on a variety of commercial, governmental, and other transactions, including drafting and negotiating sales agreements, pilot test agreements, nondisclosure agreements, promotional and co-branding agreements, inter-agency agreements, business alliance agreements, and other complex contracts. These include, for example, the well-known inter-agency agreement with the Department of Health and Human Services through which the Postal Service provided fulfillment and delivery of COVID-19 test kits during the pandemic.
The successful applicant may also be called upon to review advertising and promotional materials; prepare responses to inquiries from Congress, governmental entities and the public; draft and interpret memoranda, policies and regulations; and provide advice on regulatory matters, including pricing and classification, rulemakings, antitrust, and domestic and international postal policy.
The successful applicant may provide support on litigation matters involving contracts or other Corporate Law issues but would not have primary responsibility for drafting briefs or motions or performing other litigation-related activities.
The successful applicant must be detail-oriented and have strong interpersonal, customer service, issue-spotting, project management, and written and oral communication skills.
2. Ability to provide legal advice and services with respect to regulations, practices, or other legal matters, and formulate opinions involving the analysis and interpretation of federal, state, and local laws.
3. Ability to litigate cases before administrative bodies and federal courts.
4. Ability to communicate orally and in writing to include the ability to negotiate with third parties on behalf of clients and prepare legal documents and presentations.
5. Ability to conduct legal research to gather and interpret information and ensure accuracy of details using resources such as internal and external documents, archives, electronic databases, and interviews.
6. EDUCATION REQUIREMENT: To be eligible for the Attorney position, you must possess a Juris Doctorate from an American Bar Association accredited law school.
7. SPECIAL CONDITION: Qualified applicants must be a current member in good standing of a state, territory of the United States, District of Columbia or Commonwealth of Puerto Rico Bar Association.
8. EXPERIENCE REQUIREMENT: At least 3 years of experience in legal practice, of which one year of the experience requirement may be met through the completion of a judicial clerkship if completed by the time of hire. The clerkship must be documented in the applicant's resume.
9. Three years of experience as in-house corporate counsel or equivalent experience involving the commercial practice of law, including the drafting of commercial contracts, nondisclosure agreements, policy documents, and legal advice memoranda on corporate or commercial law matters.
