Successful candidates for these non-supervisory Assistant/Associate Counsel positions will primarily practice in one or more areas of law, including civilian personnel law (CPL), acquisition and fiscal law, environmental and land use law, and installations law. Experience with Government Standards of Conduct and the Freedom of Information Act/Privacy Act is also desired. Attorneys may also be assigned duties in the other practice areas noted above.
Relevant professional legal experience for CPL matters may include representing an agency/client before the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB), the Office of Special Counsel (OSC), federal court litigation, mediations and arbitrations, advising on labor-relations matters, such as grievances and unfair labor practices, as well as advising on civilian disciplinary actions or requests for reasonable accommodation.
Relevant professional legal experience for acquisition and fiscal law may include experience advising on contract interpretation, formation and administration, responding to bid protests, and handling contract disputes and claims, as well as advising on all facets of acquisition strategy. Relevant professional legal experience for acquisition and fiscal law may also include representing an agency/client before administrative forums such as the Government Accountability Office (GAO) and the Armed Services Board of Contract Appeals (ASBCA).
Relevant professional legal experience for environmental and land use law matters may include experience advising on issues arising in the United States under the National Environmental Policy Act, the National Historic Preservation Act, the Endangered Species Act (ESA), Executive Order 12114, the Resource Conservation and Recovery Act, and the Clean Water Act, environmental compliance, real estate leases and licenses, and environmental litigation support.
Relevant professional legal experience for installation law includes business and commercial law (including appropriated and nonappropriated fund contracts), contract claims, litigation, community and legislative relations, and military community morale and quality of life program support.
These positions have a full performance level of a General Schedule (GS)-14, but will be filled at the GS-11, GS-12, GS-13, or GS-14 levels, depending on the qualifications of each successful applicant. To be eligible for selection at the GS-11 level, the applicant must have at least one year of professional legal experience, or be a recent law school graduate with superior law student work or activities as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal; or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif. To be eligible for selection at the GS-12 level, the applicant must have two years of recent and relevant professional legal experience at the GS-11 (or equivalent) level or be a current GS-12 (or equivalent) attorney within the Federal government. For GS-11 and GS-12 level positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience. To be eligible for selection at the GS-13 level, an applicant must have in excess of two years of recent and relevant professional legal experience. To be eligible for selection at the GS-14 level, an applicant must have three and one half years of recent and relevant professional legal experience. Pay will be set commensurate with the successful applicant's qualifications, the needs of the office, funding availability, and (GS) pay setting guidelines. The successful applicant must be a U.S. citizen, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court.

NOTICE OF VETERANS' PREFERENCE
There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of the Navy Office of the General Counsel considers veterans' preference eligibility a positive factor for attorney hiring.
