SALARY RANGE: $79,507.00 - $127,043.00 ANNUALLY


BACKGROUND CHECK

PROBATION

All persons, including current City employees, selected for this position must complete a mandatory 6-month probation.

Baltimore Department of Public Works is the largest agency in the city of Baltimore and is by far the most complex municipal operation in the city. DPW’s workforce is budgeted at 2,800 employees, with a $660 million annual operating and a 6-year $1.8 billion-dollar capital budget. SUMMARY OF POSITION

The Baltimore City Department of Public Works (DPW) is seeking an Assistant General Counsel for the Office of General Counsel & Compliance. Under the direction of the Deputy General Counsel, the Assistant General Counsel will provide support and assistance on DPW’s legal matters, with an emphasis on providing legal counsel in a variety of subject areas, including regulatory compliance, labor and employment, contractual matters, advice and disputes, safety and training, diversity and equity, property acquisitions and leases, and more. In addition, the attorney will be responsible for building and developing a collaborative environment within the agency to address legal issues and will be required to fulfill these overall objectives and address current and incoming compliance, questions, requests, and projects timely.

ESSENTIAL FUNCTIONS

  • Contract review for compliance with specifications and conditions.
  • Legal research and analysis to DPW and other City agencies.
  • Litigation in both local Maryland state and federal courts
  • Negotiations and enforcement of corporate service contracts with third party vendors
  • Document drafting and editing memoranda, documents governing transactions (e.g., deeds, leases, and reports pertaining to agency transactions), pleadings, procedures, regulations, etc.
  • Respond with advice concerning changes in policy, regulations, and legislation that impact environmental regulations for the City of Baltimore and the scope of impact.
  • Investigate facts; develop litigation strategies; research and draft motions, pleadings, and position statements.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Have a law degree from an accredited law school

AND

EXPERIENCE: Have at least one (1) year of experience in trial/litigation work, legal writing, administrative law, and/or municipal law.

Admission to the Bar of the State of Maryland is required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Experience as an attorney with good performance during that time or excellent academic record.
  • Skilled in litigation, ability to research and write about legal issues.
  • Proficient in analyzing factual situations, determining applicable law (Federal, State, and City statutes and regulations), and applying the law to the facts.
  • Exceptional oral and written communication skills and ability to prioritize multiple competing needs.
  • Ability to establish and maintain effective working relationships with others and becoming a strategic partner with stakeholders and DPW leadership to ensure regulatory, fiscal and governmental compliance.
  • Preferred knowledge/familiarity with municipal financing/bonds.
