The Wyoming Attorney General's Office is seeking an attorney to provide professional legal representation to the Wyoming Department of Health. Representing the Department of Health means providing legal advice to all of the divisions within the Department of Health, with this position focusing primarily on representing the Public Health Division and the Behavioral Health Division. This attorney will advise the Department on day-to-day legal matters, represent the Department in state and federal district court and in the Wyoming Office of Administrative Hearings. This attorney will participate in administrative hearings, conduct legal research, and review and edit rules for the Department. In addition, beyond representing the Department of Health, this role offers the exciting opportunity to advise the Wyoming Board of Pharmacy, providing an inside look at governmental board representation.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function performed at the job level.
- Provide professional legal advice to the Department of Health regarding health law, including advising the Wyoming State Hospital in Title 7 and Title 25 cases as needed.
- Conduct legal and other research and draft or present legal conclusions.
- This position will also be required to provide legal expertise to the HIPAA compliance privacy officer by handling complaints, investigations, and recommending action; reviewing, responding, and advising the agency in response to inquiries, complaints, and other communications.
- Uses specialized legal skills, knowledge, and experience to plan actions, devise strategies, resolve problems, and formulate legal questions, explanations, positions, and responses.
- Consult with the division deputy and the section supervisor on legal strategic decisions; take assignments as directed by the division deputy and the section supervisor.
- Stay current in legal literature in all aspects of relevant law to provide current assistance to clients and other staff attorneys with questions.
- Other duties as assigned.
- Qualifications

KNOWLEDGE AND SKILLS:
Knowledge, skill, and ability in the following areas are considered beneficial but not required for applicants. Successful applicants will be expected to develop aptitude in all of these areas.
- Knowledge of Wyoming and federal rules of evidence, civil procedure, appellate procedure, and local court rules/procedures, including Wyoming Statutes 25-10-01 et seq. and 7-11-301 et seq, and HIPAA compliance, law, and practices.
- Knowledge of political and legislative processes.
- Knowledge of statutory requirements affecting the conduct of public business by state agency clients.
- Knowledge of trial and appellate practice, administrative law, and civil procedure.
- Skill in legal research, legal writing, client counseling, and administrative and civil trial practice.
- Skill in verbal communication, persuasion, diplomacy, and negotiation.
- Skill in appellate advocacy.
- Ability to communicate with both laypersons and lawyers/judges in a clear and concise manner.
- Ability to manage large amounts of information and analyze for legal impact.
- Ability to organize ideas and legal principles in clear and concise oral and written presentations.
- Ability to litigate civil actions and take them through appeal, if necessary.
- Ability to prioritize and reprioritize tasks as necessary.

Juris Doctorate

- Salary is commensurate with relevant legal experience.
- Ability and willingness to travel.
