Job Description

The Office of Small Business Advocate (OSBA) is seeking a proactive and creative Deputy Attorney to join our team. This pivotal position entails providing legal guidance and assistance to agency leaders, attorneys, and expert witnesses while overseeing a variety of cases. You will be instrumental in ensuring the successful implementation of all legally required litigation and mission-focused projects. Additionally, this role will maintain regulatory compliance within the public utility sector and work to enhance Pennsylvania's presence in the energy and utility fields. Excellent communication skills are vital, as the Deputy Attorney will advocate for the interests of small businesses across the Commonwealth at both state and national levels.

In this role, you will oversee and manage the responsibilities of attorneys and legal personnel to achieve the OSBA’s mission, vision, and objectives of representing Pennsylvania small businesses in proceedings before the Public Utility Commission, state, and federal courts, federal regulatory agencies and in administrative hearings. Furthermore, you will assign and coordinate case tasks to OSBA’s expert witnesses, providing direction on the preparation of all testimonies, motions, and briefs. You will identify and propose issues for litigation in collaboration with the Small Business Advocate and Senior Attorney. Additionally, you will develop and support the implementation of statewide programs, policies, and protections for small businesses in conjunction with the Small Business Advocate. You will also serve as a trusted advisor and assist the Small Business Advocate in promoting policy priorities, which includes drafting legislation, rulemakings, and legislative comments. It is essential to review, analyze, and stay updated on decisions from the Public Utility Commission, Federal Energy Regulatory Commission (FERC), Federal Communications Commission (FCC), and appellate courts regarding public utility and administrative law matters.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

  • $112,450 - $170,876/year
Qualifications


Minimum Experience and Training Requirements:

  • Ten years of professional legal experience and graduation from an accredited school of law; or
  • An equivalent combination of experience and training.

Post Employment Requirement:
  • Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.

Additional Requirements:
  • You must have a license to practice law in Pennsylvania.
  • You must have at least ten years of public utility law experience.
  • You must have at least ten years of supervisory experience.
  • You must have litigation and settlement negotiation experience.
  • You must be able to perform essential job functions.
