Job Description

Are you seeking a challenging and meaningful attorney position with a focus on business and contracting? We are looking for an attorney to serve as Assistant Counsel to the Pennsylvania Public School Employees' Retirement Board (“Board”).

Assistant Counsel is responsible for performing professional legal work, which ranges from moderately complex to complex legal matters in which the Board, the Public School Employees' Retirement System (“PSERS”), the Health Options Program (“HOP”), and the School Employees' Defined Contribution Plan (“Plan”) (www.psers.pa.gov) become involved in areas including, but not limited to, business and contracting.

A successful candidate for the Assistant Counsel position will be able to demonstrate: (1) experience with, and a strong interest in, business and contracting; (2) a familiarity with, or an interest in developing, expertise in the laws and regulations applicable to the Board, PSERS, HOP and the Plan; (3) excellent legal research and writing skills; (4) attention to detail and the ability to identify, analyze, and provide recommendations on legal issues on a wide range of topics; (5) exceptional communication and interpersonal skills, including a capability to facilitate and participate in both remote and in-person discussions; (6) the ability to manage a contract load and various other assignments, simultaneously; and (7) the ability to work independently and to work collaboratively within the legal office and with the clients.
PSERS is located in Harrisburg, Pennsylvania, a mid-size city situated along the Susquehanna River. The Harrisburg area is affordable and near many attractions including Hershey, and it is only two hours from major cities and airports like Philadelphia, Baltimore, and Washington D.C.

Assistant Counsel must maintain permanent Pennsylvania residency, for which PSERS will not pay for relocation, housing, or travel expenses if you are selected. Teleworking from within Pennsylvania is currently optional, with a need for Assistant Counsel to report to the office as operationally necessary or as determined by the Chief Counsel or Deputy Chief Counsel. When not teleworking, the Assistant Counsel's worksite is located in Harrisburg, Pennsylvania. If requesting to telework, you must have a securely configured high-speed internet connection at your telework location, which is also required to be maintained geographically within Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

The purpose of this position is to provide legal services to the Public School Employees' Retirement System (PSERS) primarily related to investment transactions and administrative contracts/related compliance in support of the agency's operations.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Occasional travel may be required.
  • Telework: Teleworking is optional for this position with an occasional need to report to the Harrisburg office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

  • $86,299 - $131,208/year
Qualifications

Minimum Experience and Training Requirements:

  • Five years of professional legal experience and graduation from an accredited school of law; or
  • An equivalent combination of experience and training.

Post-Employment Requirements:

  • Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.

Additional Requirements:

  • You must possess a minimum of three years of business and contracting experience as an attorney, which includes experience independently drafting and negotiating contracts, drafting legal opinions and memoranda.
  • You must be able to perform essential job functions.

Preferred

  • One year of experience providing legal counsel regarding investment related transactions
  • One year of experience providing legal counsel regarding compliance
