The Paralegal participates in a variety of advanced litigation and non-litigation support services for the Codes Department. Performs related duties as required.
The Metro Department of Codes and Building Safety, During the 2025 fiscal year, Codes issued and tracked $3.8 billion in building permits. The department concerns itself with the safety of the public as occupants in homes and buildings throughout the county and promotes beautiful neighborhoods through the enforcement of local codes and zoning regulations. Codes is an exciting and fast paced environment for those passionate about public safety in the construction and planning sectors.
- Typical Duties
- Provides administrative and legal support for multiple departmental appeals boards, including:
- Preparing agendas and assembling board packets
- Recording and transcribing board meeting minutes
- Processing incoming appeals and maintaining appeals case files
- Ensuring compliance with open meeting laws and records retention requirements
- Supports litigation and hearing processes for all major divisions of the Codes Department
- May provide comprehensive litigation support for civil warrants and citations appearing before the Environmental Court
- Prepares, processes, and files legal orders with the court clerk’s office as directed by the court
- May assist with prosecution and case preparation for Zoning, Short-Term Rental Property (STRP), and Property Standards violations
- May review demolition case files for completeness and accuracy prior to lien assessments
- Conducts legal research, including statutory and case law, as needed to support departmental actions
- Drafts and reviews discovery, pleadings, motions, and other legal documents
- Coordinates filing, service, and delivery of legal documents to courts, counsel, parties, and witnesses
- Establishes and maintains organized legal files, records, and case tracking systems
- Manages department databases related to legal and enforcement matters
- Performs other law-related support services and duties as required
- Provides administrative and legal support for multiple departmental appeals boards, including:
- Minimum Qualifications
Paralegal Certificate and two (2) years of experience in a legal field.

Valid Driver License
Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.- Preferred Experience, Knowledge, Skills, and Abilities
Experience using Microsoft Office
Experience with CityWorks system
Experience with ePermits system
Knowledge of the fundamentals of civil law and legal methods and procedures
Knowledge of the fundamentals of the Tennessee court structure and the legal system of the United States
