Primary Purpose of Position:
The Department of Natural and Cultural Resources is seeking an enthusiastic team member to be part of our wonderful organization! The Atlantic Conservation Coalition Staff Attorney provides a full range of legal services for DNCR’s Atlantic Conservation Coalition (ACC) program. Given the nature of the ACC projects, a primary area of focus of this position will be real property and legal aspects of federal and state grant administration and human resources. This position reports directly to the Agency General Counsel. The variety and complexity of duties are diverse. These functions require extensive knowledge of case, statutory, regulatory, and common law. This position must interpret and apply statutes, constitutional provisions, administrative regulations, and precedents to complex legal issues and render sound legal advice. This is a full time, time-limited position, subject to funding availability, which may last up to 60 months.Key Responsibilities include but are not limited to:
- Provide legal counsel, advice, and support to the ACC Director and staff on federal and state statutes, case law, rules, regulations, and policies as they pertain to the duties, legal rights, and obligations associated with the Climate Pollution Reduction Grant (CPRG) award from the U.S. Environmental Protection Agency.
- Provide counsel and render legal opinions on grant administration, contracts, real property, public records, civil, appellate, and other laws in areas of assignment.
- Advise and support various real property matters related to coordination and completion of grant-funded projects of all coalition partners and subgrantees including Maryland Department of the Environment, South Carolina Office of Resilience, Virginia Department of Environmental Quality, The Nature Conservancy, the NC Coastal Federation, NC State Parks, NC Division of Land and Water Stewardship, Duke University, the Sustainable Forestry and Land Retention Project, and NC Forest Service.
- If warranted, analyze cases and support researching, planning, developing, and executing an effective litigation strategy to achieve desired results.
Position/Physical Requirements:
- Typically work schedule is Monday – Friday 8:30 am – 5:00 pm (flexible schedule totaling 40 hours per week).
- $73,208 - $128,113/year
Knowledge, Skills and Abilities / Competencies

Management Prefers:- Demonstrated working knowledge of federal and state case law, statutory law, and regulatory law.
- Demonstrated experience in analyzing complex legal problems, developing case strategies and/or rendering sound legal advice, especially in the area of real property.
- Demonstrated experience in writing clear, concise, and organized legal documents, letters, and/or memoranda.
- Demonstrated experience working with counsel representing multiple states, agencies, and/or non-profits.

Licensed to practice law by the North Carolina State Bar

Veteran’s and National Guard Preference
