GENERAL DESCRIPTION:  

This role is integral to guiding the Governor’s Office as it navigates intricate legal challenges while propelling its strategic priorities forward.

This position provides comprehensive support to the Governor and the State of Wyoming through several key functions:

Legal Advisory: Offering expert counsel on complex legal matters.
Strategic Planning & Interagency Coordination: Leading coordinated efforts across agencies to align with strategic objectives.
Drafting and Review: Crafting and scrutinizing critical documents to support the Governor’s office.

ESSENTIAL FUNCTIONS:  The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Draft contracts in the Governor's office, including employment contracts, independent contractors, vendor contracts, professional service contracts and miscellaneous contracts.
  • Review and recommend to the Governor all applications for pardon and restoration of rights by convicted felons and all recommendations for commutation of inmate sentences received from the Wyoming Board of Parole.
  • Review and recommend to the Governor, approval or non-approval of all amended, repealed and new administrative rules proposed by state agencies, boards and commissions.
  • Handle public records requests received by the Governor's office.
  • Review a diverse range of contracts and memorandums to understand what is submitted to the Governor's office for consideration and approval.
  • Review draft legislation to advise the Governor and staff of necessary letters.
  • Use legal knowledge and experience to advise, and collaborate with, the Governor and staff regarding development of policies and strategies.
  • Participate in selection process for judges.
  • Respond in writing to letters, emails, and inquiries of both a legal nature and a broad range of non-legal subjects.
  • Provide legal advice and recommendations.
  • Provide day-to-day advice and guidance.

Qualifications


PREFERENCES/**AGENCY REQUIREMENTS:

Preference will be given to applicants with the Minimum Qualifications of:

5 plus years of relevant legal experience

A Juris Doctorate
License to practice law in Wyoming

  • State constitutional law
  • Public records and meetings laws
  • Statutes and regulations regarding the promulgation of rules

PHYSICAL WORKING CONDITIONS:


  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
  • Special physical demands are not required to perform the work.


NOTES: 


  •  FLSA: Exempt.
  • This position is at-will and serves at the pleasure of the Governor.
  • May include light traveling.
