
DST is looking for a SHP Assistant General Counsel for the Office of State Treasurer Division. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.
About Us:
The Office of State Treasurer (OST) serves as the organizational hub of the Department and its divisions. OST provides core services that serve the individual divisions, including strategic planning, human resources, communications, legal support, and external (and legislative) affairs.
The Assistant General Counsel position serves on DST's Legal team and is responsible for providing legal support, as assigned and directed by General Counsel, to the Plan’s Executive Administrator (EA) and the State Health Plan’s leadership team, working with other members of the Legal team, the Plan’s Department of Justice (DOJ) attorney(s), outside counsel, Plan staff, and DST staff to accomplish Plan goals and directives. Responsibilities include providing legal assistance on strategic initiatives, compliance matters, internal hearings and appeals, litigation (administrative, state, and federal), discovery production, management of outside counsel, public records requests and responses, policy and contract drafting and review, activity tracking, and legal research of relevant statutes and precedents applicable to the Plan.
Job Duties:- Provide legal expertise and assistance to the EA and Plan leadership team.
- Provide legal review of Plan communications.
- Provide support on the Plan’s litigation (administrative, state, and federal) at the trial and appellate levels, including retention and management of outside counsel, performance and management of discovery, and drafting and submission of court filings.
- Support Plan internal appeals process in coordination with the Plan’s litigation counsel.
- Review, draft, and advise on Plan policies, procedures, and rules.
- Provide counsel on legislation, draft proposed legislation, track legislation that may impact the Plan, draft responses to legislative inquiries, and meet with legislative members and staff to educate on Plan operations and the potential effect of proposed legislation on Plan operations.
- Support Requests for Proposals (RFPs) and other procurement efforts for compliance with applicable law, reduction of Plan risk, improvement of Plan’s legal position, and achievement of Plan’s objectives.
- Review and approve contractual procedural documents.
- Advise EA and Plan leadership team on contractual issues that may become litigated; lead contractual issues that are in dispute or litigated.
- Assist the EA and Plan leadership team with current and future contracting efforts, including drafting and updating templates and novel and standard agreements
- $20,000 - $350,000/year
Knowledge, Skills and Abilities / Competencies
Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
- Experience in handing contractual/transactional matters, especially the business side of the provision of healthcare.
- Experience interpreting and applying laws, constitutional provisions, regulations, court decisions, legal principles and other legal precedent, contract, and common law.
- Experience in performing legal research and drafting.
- 4–7 years of professional legal experience once licensed.
- Master's in business administration.

Graduation from a recognized school of law and 3 years of professional legal experience or an acceptable combination of education and experience.
