Paralegal / Senior Paralegal - Airport / Corporate


The annual hiring salary for the Paralegal position is $59,370 to $71,272.
The annual hiring salary for the Senior Paralegal is
$64,712 to $77,686.

As a member of the City Attorney’s Office, you will report directly to the Corporate Division Chief, who is generally responsible for coordinating legal services for municipal operations and who, in turn, reports directly to the Deputy City Attorney. This position will, in conjunction with attorneys, provide legal services to the Colorado Springs Airport (“Airport”), an enterprise of the City. The paralegal will primarily support the attorneys providing legal services related to the development of the Airport’s rapidly-expanding business park and Airport operation, which may include lease drafting and negotiation; amendments to and termination of leases; reviewing and preparing permits and licenses for Airport facilities; researching legal issues and federal regulations applicable to the Airport and aviation matters; providing assistance with construction contracts; reviewing grant agreements and requirements; and assisting Airport staff regarding insurance, marketing, advertising, real estate, land use, and zoning matters.

In addition to supporting the Airport attorneys, this position will also be responsible for assisting, processing, and backing up the program administrator and paralegals in handling Colorado Open Records Requests and Colorado Criminal Justice Records Requests as a part of the CORA program for the City of Colorado Springs and Colorado Springs Police Department. This is accomplished by processing open records requests, gathering records from appropriate custodians, reviewing documents for privilege, submitting and relaying information through the existing open records program, conducting research as assigned and coordinating responses with attorneys, paralegals, and the program administrator.  
This position will also provide legal support to the Corporate Division and its attorneys in the City Attorney’s Office providing legal services to departments and enterprises of the City. These additional legal duties and responsibilities may include oversight and knowledge of City ordinances and resolutions, to include drafting, formatting and codifying support; City Code management; legal research; drafting legal memos; along with other legal matters as may be assigned by the City Attorney/Chief Legal Officer, Deputy City Attorney, Division Chief – Corporate, or assigning attorneys.

This position is non-exempt and at-will to the City Attorney.

Essential Job Functions -the basic job duties an employee must be able to perform:
  • Perform legal research as directed by the Airport attorneys and attorneys in and the Corporate Division 
  • Assist in drafting and reviewing complex and/or non-standard commercial and Airport- specific contracts
  • Assist in drafting and reviewing procurement contracts; ensure compliance with the City's Procurement guidelines and Federal Aviation Administration (FAA) regulations
  • Review and analyze federal regulations, including FAA regulations
  • Assist the Colorado Open Records Act (CORA) team and the Colorado Criminal Justice Records Act (CCJRA) team with collection, review, and responses to CORA/CCJRA requests to meet statutory deadlines
  • Assist with all Airport related legal matters; ensure compliance with all applicable laws, regulations, policies, and procedures
  • Assist the Airport attorneys with reviewing documents for proper structure and formatting
  • Ordinance and resolution drafting, formatting, and management
  • Oversight of the City of Colorado Springs Code and its codifier
  • Perform other assigned duties of the City Attorney's Office when needed


We are looking for candidates who demonstrate:

  • Knowledge of pertinent federal, state, and local laws, codes, and regulations 

  • Knowledge of proper English usage, spelling, punctuation, and grammar

  • Ability to establish and maintain effective working relationships

  • Ability to communicate clearly and concisely, orally and in writing

Minimum Qualifications

Paralegal

  • One year of full-time, paralegal, or legal support experience.
Senior Paralegal
  •  Five years of full-time, paralegal, or legal support experience. 

In addition to the above, the successful candidate will also have:
  • Bachelor’s degree from an accredited college or university with major coursework in a related area of study 
  • Possess and maintain a valid, non-probationary driver's license not subject to restriction related to alcohol and/or drug violations or pending charges
  • Possess, or obtain within six months of hire, a Colorado Notary designation

Preferred Qualifications

Additional Information

The selected candidate must pass a fingerprint-based criminal history records check as required by the Transportation Security Administration (TSA).

The background check process for this position also includes being fingerprinted by the Colorado Springs Police Department. Fingerprints will be used to check the FBI’s criminal history records.
