Minimum Qualifications



Acceptable Experience and Education
Bachelor's degree in business management from an accredited university or college and one (1) year experience in business analysis or office support; to include one (1) year of developmental supervisory or managerial experience.

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Typical Duties

Essential Duties
Responsible for the coordination of the data entry, data analysis, data or information manipulation and presentation;

As directed supervises department employees, including assigning and reviewing work, training, providing input on performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel;

Motivates and works with employees to correct deficiencies;

Plans, directs, and coordinates, through subordinate-level staff, the department work plan;

Assists with managing the career development and performance of staff assigned;

Meets with management staff to identify and resolve problems;

Assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures;

Trains on processes; 

Assists with decisions for development, coordination and implementation of schedules, procedures and programs for new systems;

Coordinates training of personnel on digital systems in the office containing administrative and official records;

Assists with directing the implementation of programs for compliance with law;

Generates and reports results on performance measures for the Department and submits to respective State agencies and the judiciary;

Microsoft office advance use;

Assists in configuration of systems according to business processes and department standards;

Assists with logistics and technical issues;

Assists with customizing procedures and procuring specific equipment and materials for the department;

Analyzes reports and other output required to perform the duties for the department;

Responsible for implementing requirements for daily update submission to master files;

Communicates with department users for the analysis of problem areas where PC support is needed;

Coordinates with ITD for all software and hardware purchases;

Assists in coordinating new enhancements to applications by vendors;

Trains functional users in the capabilities of their systems, assisting and familiarizing them with issues and problems in their related systems;

Presents recommendations to management in matters relating to technical solutions and/or improvements to systems;

Provides design feedback, administers content, pertaining to the department's Internet/Web presence. Acts as an assistant Web Liaison for department; provides assistance in accounts in social networking sites including Facebook, Twitter, and other similar sites and ensures social media tools are kept up to date in compliance with County Policies;

Preventive maintenance including checking workstations, peripherals, and provide basic application support and hardware support;

Ensures data results are properly captured on retention and retrieval system and archived for legal and security purposes; prepares archived reports as needed;

Provides daily or frequent reports to departmental managers as needed, as well as the judiciary;

Participates in the development, coordination and implementation of schedules, procedures, and programs for department services;

Maintains confidentiality;

Other Important Duties*
Performs such other related duties as may be assigned.

As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Job Summary

 Summary of Position
The Functional Analyst Lead under general minimal degree of supervision is responsible for assisting in the coordination of a comprehensive records management program in accordance with the assigned Department, and other state agencies as directed by law, and applicable policies, procedures, and statutes to include development and support of new projects. The incumbent works with personnel in the Department to determine computer needs and assistance, and provides lead work authority.

Depending on area assigned, other reporting agencies include: Office of Court Administration, Texas Department of Public Safety (DPS), Texas Department of Vital Statistics, Texas Department of Criminal Justice Correctional Institutions Division, Texas State Board of Educator Certification, Texas Department of Insurance Agent Licensing Division, Texas Comptroller, and Local Voter Registrar, Texas State Library.

Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge of: network and computer hardware, standard software applications; computer peripherals;state laws, such as Family Code, Labor Code, Code of Criminal Procedure, Health and Safety Code, Transportation Code, Occupations Code, Local Government Code, Texas Government Code, Supreme Court Rules, Tax Code, Civil Practice and Remedies Code; legislation and the impact of the changes to assigned department; the principles and practices of effective customer service; social media; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.Skill/Ability to:read and understand technical manuals, procedural documentation and guides; demonstrate flexibility, adaptability to learn quickly in various technical and creative environments, while delivering quality work by tight deadlines; work with users to develop web copy for departments; learns new applications and technology in a very short amount of time; communicate with very sound verbal and written communication/presentation skills; articulate important information/concepts; be detail oriented, with strong analytical skills and problem solving skills; be able to plan and execute work both independently and as a team member; display an ability to prioritize and manage several tasks; display a high degree of self-motivation; identify, troubleshoot, research and provide solutions to hardware and software problems; schedule, supervise, train and evaluate assigned staff; communicate effectively both orally and in writing; be dependable and self-motivated; to deal with the public courteously and effectively; and establish and maintain cooperative and effective relationships with those contacted during the course of work; Pass a background investigation.
