About the Position: This position is located at Fort Leavenworth, KS. If you are currently serving in a permanent, competitive service appointment in the Federal service, and are selected for this position, the appointment will remove you from the competitive service while you occupy this position.
Duties- Serves as the Labor Counselor in all labor and civilian personnel law aspects of command actions.
- Applies in-depth knowledge of the law and Federal employment, labor law, and the law of employment discrimination, regulations, policies, procedures, and case law in rendering legal advice and opinions.
- Provides oral and written advice concerning civilian personnel law, employment discrimination law and all labor relations matters to USACAC and Fort Leavenworth Garrison leadership, and other tenant Army organizations/units on Fort Leavenworth.
- Represents the Command and the Department of the Army as a trial attorney in all Federal Civil Litigation Proceedings.
- Manages and conducts all Federal civil litigation before arbitrators, investigators and administrative judges from various agencies.
- Advises in all stages of litigation from inception to appeal and/or settlement.
- Prepares or reviews for legal sufficiency civilian personnel-related policies and procedures.
- Conducts extensive research in connection with cases to analyze factual and legal issues and to determine what additional facts are needed and what legal sources are applicable.
- Prepares documents and makes factual and legal presentations, including briefs, pleadings, motions, interrogatories, requests for admissions, requests for production and depositions, subpoenas and other proceedings.
- Provides legal advice in other practice areas to include matters relating to the Residential Communities Initiative, federal contracts to include all states of the acquisition/procurement process, and fiscal matters.
