
Job Description
This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), General Law Division (GLD). The primary purpose of this position is to provide legal advice, counsel, recommendations, and drafting assistance to DHS officials on environmental, energy, real property, and personal property matters. Non-BU: This is a non-bargaining unit position.
Duties As an Attorney-Advisor (General), GS-0905-14/15, you will perform the following duties: Provide clear, concise, and timely legal advice and counsel to senior levels of the Department's leadership to ensure environmental, energy, real property, and personal property issues are considered in Departmental planning and policy development. Work collaboratively with other attorneys across the Department to reach consensus on legal and doctrinal positions, and provide litigation support. Support the Component leadership by providing advice on a host of topics, including real property acquisition, disposal and management for the Department; environmental law and historic preservation; personal property management; facilities, construction, repairs, and operations; ground fleet, vessel, and aviation oversight; safety and occupational health matters; inter- and intra-Departmental agreements; fiscal matters; home-to-work policy; tribal consultation matters; and sustainability for the Department. Review, analyze, and interpret the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Executive Orders, Departmental policy, and other associated statutes and regulations, to assist clients in developing clear policy guidance and decisions. Review for Department equities regulatory and legislative proposals, and assist in drafting responses to congressional or related inquiries.
