Job Description

General Statement of Duties

The City of Cincinnati Solicitor’s Office (Law Department) is seeking a strong, dynamic, and experienced leader to serve as the Chief Counsel of the Prosecution Section.

The Chief Counsel serves as the head of the Solicitor’s Office’s Prosecution Section, which is the section devoted to prosecuting misdemeanor traffic and criminal offenses in the Hamilton County Municipal Court. In addition, the Prosecution Section provides training to the Cincinnati Police Department and participates in related criminal justice initiatives such as pre-charging mediation and intake review of cases. The Chief Counsel reports directly to the City Solicitor and supervises a division of approximately 20 attorneys and paralegals. 

The ideal candidate will have a strong background and experience in criminal law, a devotion to seeking justice, and excellent communication and organizational leadership skills. Familiarity with the operations of the Hamilton County Municipal Court or other Ohio municipal courts is preferred. Candidates should possess a minimum of ten years relevant legal experience and be licensed in Ohio.

Minimum Qualifications (KSAs)

Knowledge of:
The special responsibilities of a prosecutor in our criminal justice system.
Legal principles, practices and procedures of criminal, and constitutional law.
Methods and techniques of legal research, trial preparation, trial procedure, and trial presentation. 
Techniques for effective communication with victims, law enforcement, defendants, opposing counsel, and judicial staff. 
Ohio rules of criminal and appellate procedure, rules of evidence, Marsy’s Law, and the Ohio Public Records Act. 
Relevant types of technology such as software to review body-worn camera and case management software.
Ethical and Professional Conduct standards for prosecutors and government employees.
Supervisory methods and leadership principles.

Ability to:
Exercise judgment to seek just outcomes in criminal prosecutions.
Manage a team of attorneys and paralegals with a range of years of experience.
Train, mentor, empower, and provide timely feedback to the team. 
Support attorneys in presenting thorough evidence and excellent legal arguments at trial and appellate levels.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with key stakeholders of the local criminal justice system.
Stay current with the latest legal research.

Present and argue cases in court and effectively respond to unanticipated issues. 
Select, supervise, train, and evaluate assigned staff. 
Properly interpret and make decisions in accordance with laws, regulations, and policies. 
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships.
Operate appropriate computer equipment; use properly all related hardware and software. 







Required Education and Experience

RESUME AND LETTER OF INTEREST MUST BE ATTACHED 

Juris Doctorate degree from an accredited academic institution.  

Licensed to practice law in the State of Ohio.
Ten years of criminal law practice, with significant trial experience.
At least two years of supervisory experience.

Environmental Conditions

Work in an office setting plus occasional remote work or court room; maybe exposed to hostile individuals; exposure to computer screens; need to work closely with others.

Physical Conditions:

Duties require maintaining physical condition necessary for standing or sitting for prolonged periods of time.
